Utah Phillips was born in Cleveland, Ohio, on May 15, 1935. His parents were Joseph Hyrum Phillips and Alice Adeline (née Woolley) Phillips. He had four siblings: two brothers and two sisters. His early education was in the public schools of Cleveland and Salt Lake City. He began his career as a folk singer and songwriter in the early 1960s.

He achieved success with his album, The Utah Phillips Album, which was released in 1968. He was also a member of the band, The Humblebums. He continued to release albums throughout his career, including The Legend of Utah Phillips (1973), We Shall Overcome (1976), and Goodnight and Good Luck (1979). Phillips was inducted into the Folk Alliance Hall of Fame in 2006.

He died on May 23, 2008, at the age of 73.
