Evigan was born in Southfield, Michigan, the son of Nancy (née Carolan) and Paul Evigan. His father was of Irish descent and his mother was of English and Irish ancestry. He has three sisters: Pamela, Valerie, and Vanessa. His brother, Jason, is also an actor.
Evigan began his career as a child actor, appearing in a number of commercials and guest starring roles on television. He gained prominence in 1978 with his role as B.J. McKay on the CBS series B.J. and the Bear. He went on to star in the short-lived series My Two Dads (1987-1988) and Pee-wee’s Playhouse (1988-1989).
In the 1990s, Evigan appeared in a number of made-for-television movies and guest starring roles on television. He also had a recurring role on the ABC soap opera General Hospital from 1992 to 1993.
In recent years, Evigan has appeared in the films Mega Shark Versus Giant Octopus (2009), Piranha 3DD (2012), and The Dead Files (2013). He also had a recurring role on the television series Beverly Hills, 90210 from 1998 to 1999.
