Guerra was born on June 7, 1957, in Santo Domingo, Dominican Republic. His father was a doctor and his mother was a schoolteacher. He has four siblings. Guerra studied at the National Conservatory of Music in Santo Domingo and graduated with a degree in philosophy and literature from the Universidad Autónoma de Santo Domingo.

Guerra’s musical career began in the early 1980s when he formed the group 440. The group’s first album, Bachata Rosa, was released in 1990 and was a huge success, selling over two million copies. The album’s success led to a contract with CBS Records.

Guerra’s next album, Ni Es Lo Mismo Ni Es Igual, was released in 1992 and won three Latin Grammy Awards. His fourth album, Areito, was released in 1995 and won two Grammy Awards. Guerra has released a total of 13 albums, including his most recent, Todo Tiene Su Hora, in 2014.
