Quan was born in Saigon, Vietnam, on August 20, 1971. He and his family immigrated to the United States in 1978, settling in Los Angeles, California. Quan began studying martial arts at the age of six, and went on to earn a black belt in taekwondo. He also holds a black belt in kung fu.
Quan’s acting career began when he was cast as Short Round in Steven Spielberg’s Indiana Jones and the Temple of Doom (1984). He went on to appear in The Goonies (1985), The Karate Kid Part II (1986), and the television series Sidekicks (1986-1987).
In recent years, Quan has worked as a producer and fight coordinator on films such as The Forbidden Kingdom (2008) and The Expendables 2 (2012). He has also appeared in a number of short films and web series.
